Я уже читала о VAT политике бессовестных M&S но решила послать на всякий случай письмо и вот какой ответ получила
Dear Elena
I have analysed your order for a Bobble Button Cardigan and Double Walled Teapot and noticed that as an Israeli citizen you are been charged exactly the same as the individual based in the EU, even though EU citizen pay VAT. At first this seems unfair. However to deal as unbiasedly as I can, I will clarify.
M&S as do all major giants in the retailing trade, have a flat rate rate on all our products when they reach the till. In Europe this final price has built in VAT and outside Europe it does not, but the end cost to the consumer is identical. It is two tier approach, different but equal treatment.
As a result of this, we are unable to refund your VAT and I hope you will understand our position. If we were to treat citizens of other countries with preferential treatment, due to the differences in their tax systems, this would give rise to all sort of clamor within the UK and elsewhere.
On a person note, as devout Christian, I am planning to travel to Israel one day and though I am unable to help, I would like to thank you for communicating with us today.

A lot of giant retailer stores automatically or upon request deduct VAT from final price and do not try to do extra profit on out of EU customers.

We're sorry to hear of your disappointment with our international delivery policy.
All prices for items delivered within the EU include VAT where applicable. The VAT charged will be either VAT in the country of delivery (rates will vary by country but our prices remain unchanged) or UK VAT.
VAT isn’t charged for goods and services delivered outside the EU, but we maintain one price for each item on our website.
